Nació en San Juan, Puerto Rico y obtuvo su bachillerato en historia de las Américas en la Universidad de Puerto Rico Recinto de Río Piedras. En el 2008 comenzó sus estudios graduados en historia en la misma universidad. Actualmente, redacta su tesis de maestría titulada preliminarmente como “Miradas al poder en la sociedad red: el caso de Miguel Cáceres Cruz” y la cual versa sobre los medios sociales y la prensa comercial, las relaciones de poder y la memoria en el Puerto Rico contemporáneo. Está interesado, además, en investigar las nuevas formas de acción política del siglo XXI, los motines y las diásporas digitales.
Desde febrero de 2010 publica en su blog Multitud enred(ada), ha colaborado en múltiples ocasiones con Diálogo Digital y es columnista de la revista digital 80 grados. Asimismo, es miembro fundador de la Fundación Universidad sin condición y de la Junta Editorial de la revista Cruce.

He was born in San Juan, Puerto Rico where he received his bachelor's degree from the University of Puerto Rico Río Piedras Campus. In 2008, he began his master studies in history at the same institution. He is currently writing his master thesis which is preliminarily titled "Looks of power in the network society: the Case of Miguel Cáceres Cruz". It grapples with social media and commercial press, power relations and memory in contemporary Puerto Rico. Chaar-López is also interested in researching the forms of political action in the 21st century, riots, and digital diasporas.As of February 2010 he writes on his blog, Multitud enred(ada). He has also collaborated with the UPR's newspaper Diálogo Digital and he writes a monthly column in the digital zine 80 grados.
